i agree use either a pipe wrench or use a dremel or something similar and cut a groove in the center so you can turn it with a screw driver. also use some liquid wrench or mmo on the bolt about an hour before you do this to help free it up.

Weld the Vise grips to the Floor of the Garage..and Turn the Car..Counterclockwise I believe!..(well it is an Old thread!..may as well throw some Fun into it!)
