Is the top, bottom or whole tire sticking out?

Start checking front steering linkages, a bad tie rod, etc could be the problem. If it's at the top I can only speculate that its a bent strut tower.

Set both wheels so they are pointing forward at equal angles. Then check the following:

Camber, the up and dowm plumbness of both wheels
Toe-in, the angle that the leading edge of the tire points in or out from the body.
Ride height, measure from the ground to the center of the fender lip.
Tire size, are both tires the same size, and brand?
Air pressure.
Castor, refer to the FSM for this, basicly you will be checking the orientation of the arrows molded into the rubber at the top of the strut assembly. Camber is adjusted here also.
Loosen and retorqued the lug bolts, 80-85 lb/ft.

After you have checked all of these items, report the results back and we'll go from there.

Mines the same way. With all alignment being equal the right front has less fender clearence than the left.

If you mean vertical clearance its your springs sagging.

well i looked at the camber and to the naked eye it does look like the top is out a bit but that could be bc the shape of the fender
toe doesnt look too bad
i dont havea tape measure but the passenger side is about a finger bigger gap than the driver
tires are the same and the pressure is right
i cant find the where in the FSM to adjust the castor, and i can only find one arrow on the top of the strut , i also tired to loosen the nut on the strut and the piston just kept turning so , so i dont know what to do and i dont wanna say **** it.

i also have tokico illuminas all the way around but im still losst abit
