to remove or not to remove

to remove the shutter valve or not to remove the shutter valve. that is my question. What good does it do to leave it in there if its blocked off anyways? I just took off my carb and so it should be pretty easy. What do you guys think?
and also whats the best way to go about removing it and blocking the holes it leaves?
