Question Is This Rear Counterweight Safe To Use??

Hey fellas,

I have this extra rear counterweight sitting around that I'd really like to sell, but I'm not sure if it is safe to use or not. It is the rear counterweight for an 84-85 12A, and I got it for free when I bought my Racing Beat Flywheel on E-bay. The seller just threw it in as a package deal. Well, since my car was originally an Automatic I already had a nice rear counterweight. As a result I just used the one I already had and threw this one on the closet shelf.

Here is what has me stumped. It looks like someone has drilled a bunch of little holes all over the edge of the counterweight in an attempt to balance it. Also, on the outer edge of the extended portion there is one larger hole that is about 1/4" deep. My question is why would someone go drilling holes into a counterweight like this? Shouldn't it be perfectly balanced when they cast, machine, or mold it at the factory? Or are all of these holes put there by the manufacturer? On the other weight that I already had (and plan on using) there is only hole drilled in it. So does the factory balance these in different ways depending on how each part comes out? Or has someone jacked around with the spare one? Is it safe to use? I just don't wanna rip someone off by selling it, and then it tears up their engine because it isn't balanced correctly. I know that I would be extremely ticked off it that was me. Plus I just like to avoid problems at all costs. This looks like something shady could be going on, but I figured you guys will all know. So fill me in!

usually the drilling is for final balancing.
