Plastic under venturis?

These two little plastic tubes fell out of my spare carb when I went to clean it, are these necessary? When they fell out, one broke and one is still lost

Still no luck finding any information online about these little baffles or whatever they are. I inspected the nikki on the car and it has these tubes in both the Primary and Secondary. Secondaries are shaped different and are solid black, the primaries look like the picture above... I will probably experiment with my second (backup) nikki and not include the plastic baffle things under the primaries......

Side note; today I had to drop off a carburetor to be remanned for work and talked to the owner (Rods Carb, Phoenix AZ) and he says they help atomize the gasoline and air, like a prestage before the venturi effect happens. Also they should make no difference if they are missing or not... ( he was comparing his experience to a rochester carb, which has very similar looking little plastic parts)
