Paint Questions

My '85 sat out in the California sunshine too long before I got my hands on it. All the surfaces that face the sky need new paint bad. The doors and fenders are actually pretty good.

Also the aluminum trim strips around the windows need to be repainted black. Their original paint has almost completely flaked off leaving a bare aluminum surface. Did Mazda forget to prime them or what? How should I prepare them to accept new paint that won't peel off?
