Arrow One headlight dim. help a brotha!

One of my headlights is dimmer than the other. And when i turn on the brights, the dim one goes dimmer, and the other gets brighter. They are brand new lights. I tried cleaning the grounds on them. what should i do? its annoying!

Mine don't even work unless they're on brights. And they don't go down anymore.
