The "down" circuit consists of a Red/white wire from the combination switch to the retractor switch on the dash. The retractor switch contains a a normally closed switch which connects the Red /white wire to a Red/yellow wire. The Red/yellow wire runs directly to the plug on the headlight retractor motors. Somewhere in this circuit is your problem.
Should have 12v in the R/w wire in the combo switch plug when all switches are off. Should have 12v in the R/y wires in the retractor plug at the headlights when all switches are off.
12v to the Red wire in the retractor plug makes motors turn and headlight goes up. 12v to Red/yellow wires makes motor turn in the opposite direction and headlight goes down.
