Nikki carb question

Does anybody know the CFM of a nikki carb trying to go holley but still be able to pass emissions.

From: Trying to convince some clown not to put a Holley 600 on his 12a.

Stock Nikki flowed 313.
Sterling Carb flowed 452.
(I can't gaurantee it will pass an E test yet.)
