Since you live in Cali, my advice to you would be to lose it. All it does is give a little extra throttle when starting the car, which is something that the driver is usually better qualified to do anyway. Nothing but dead weight. I ditched mine and never missed it...

The only thing the hot start assist system does is crack the throttle open slightly when your engine temps are warm to aid in starting. I removed mine a few years ago and even after long drives on days where it goes up to 40* C I can still start the car no problem. If you need to, just crack the throttle open with your foot a bit, that's all that little motor does.
The hot start assist, much like the cold start assist, is virtually useless and definitely worth removing.

Basicly like Viper stated, you could crack the throttle plates open by one, using the choke or two, using your foot on the gas peddle. What is taking place here is when you turn the key to start the car the fuel pump relay tells the fuel pump to kick on to build fuel pressure in the lines to push through to the carb. With this little hot start start assit motor it cracks open the throttle plates slightly to allow more air mixture with the fuel to start the motor. You will notice if yew do hook it up that the car will start and will have a slight rev and comes right back down to 900rpms (if properly tuned). Hope this gives you a better idea what the system does so yew can judge weather to ditch it or save it. If yew decide to save it...ask peepz around the forum if they have that cable to sell yew....good luck.
