Mystery Bolts and Rust

I started pulling out all of the interior pieces of my new GSL, and I found a few things that are confusing me. The first is a pair of bolts on the bottom of the passenger storage bin area. They are about one inch apart and each have 3 nuts on them. I looked under the car and they emerge right in the center of the lower link mount. One of them is quite rusty and wiggles around a lot. Does anybody know what these are or what I should do with them? I don't like how they are just sitting there rusting away.

My other problem concerns pools of water in the passenger storage bin after rain. I took a screwdriver and pushed out any bits of debris that had collected in the sunroof drain tubes over the 7 years this car had been sitting, and I tested them. The water flows out steadily where it's supposed to, and I don't see any water entering the bin area.

There is also water entering the space for the spare tire.

My rx-7 doesn't have those. "they emerge in the center of the lower link mount" <<--a clue

I can tell this car is just going to be loads of fun as you try to figure out what needs to be done with half *** fixes.

The bolts are definitely not holding the lower link on, as they are way too small to do that.

Thanks for the link, though I won't be needing new panels. The area seriously affected by rust is actually very small. Most of what you see is just surface rust.

Water could be leaking in around the hatch seal... I have that problem and still need to fix it.
