You can just turn it. The timing isn't controlled by the pulleys.

Yeah when I turn the 19mm pulley bolt, the belt rotates, do I have to clamp something to the pulley itself before turning it tight???

How did the bolt get loose? This doesn't happen on it's own, the factory uses a permanant type thread locker. If it is loose, you have a serious problem. Chanches are the torrington bearings have slipped if it loosened enough. Retorquing the bolt will crush them. Time to break out the FSM and learn a little more about your engine.

Fwiw, the main pulley is not held by that bolt, the pulley hub is. The pulley itself is held on by 4 10 mm head bolts.

The 4x10mm bolts have probably vibrated loose, is my thoughts.

+1 Trochoid

Also, read here why you need to be careful with the front pulley bolt:

The bolt doesn't seem to be loose, I just though since it was leaking from there(noob). It wasn't leaking before(on the 19mm bolt) since I purchased the vehicle until now all of sudden. Like "rx7 project" said, should I re-tighten the
10mm bolts hella tight??

Someone told me it could be my front seals that needs to be replaced?

p.s. thanks for taking me to "school" guys

Those small pulley bolts can easily snap off, Use a thread locker, blue, instead and torque to factory specs, 10-12 ft lbs, iirc. If the engine is leaking oil fron the e-shaft bolt, it may need a new seal. That's where it gets tricky, removing and replacing the e-shaft bolt. If it comes to that, I'ss walk you through it, after you've downloaded and read the FSM. Link is in my sig line.

Imma go home and tighten the pulley bolts to spec. I'm just praying it's not
the leak from e-shaft bolt. If it is it's time to go to work. Thanks again for the lifesaving info trochoid! and rest homies. Wish me luck !
