for that sleepy look you can stop the headlights half way as they pop up. Just turn the switch back about half way and they will freeze. Not very effective for night driving with your lights pointed two feet in front of you.
Probably not the answer you were looking for but hey...its still kinda cool isn't it?

If you want your car to look broken, just bash the headlight motor and linkage with a hammer until it looks "right".

The kit you are referring to is custom.

Some people have modified Miata kits with various results. Note that you get no assistance from the kit supplier...

BadAssRX-7 was making a kit. Everyone's anticipating it, but news on it has quieted down for a while now.

Several others are working on different versions of the kit.

The kits usually include two projector beam lights, side by side. Expect to pay in the $400-$500 neighborhood for this mod.

The only kit I've seen is a modified Miata kit that doesn't include a bezel, just the metal substructure, some washers, and cheap spot-lamps for 'headlights'.

Without a bezel it looks like parts have fallen off your car. Without proper headlights your car might end up resembling a crumpled mass of metal after bashing into something you didn't see.
