Loose air pump belt

My air pump belt is lose. In the Haynes manual, it talks about tightening all belts except the the air pump belt during regular maintenance.

My question: Is it like this for power, out of neglect, out of ignorance, or for a good reason? If it isn't adding any value, why not throw the damn thing out and save some weight and clutter?

Any help appreciated...

well the airpump is for emissions to add some air in the catalyc converter to reduce emissions. You can remove it if you don't have any emission test in your region. Just use the search bottun. I'm pretty sure removing the air-pump was discussed before.
