looking at an 83 on CL

So I've been looking on CL for another 7 and came acrossed this ad

http://bakersfield.craigslist.org/cto/3240167828.html

I went and looked at it today. Its in fairly decent shape. Missing a few odd and endsbut seems that everything works. It has over 150k never rebuilt 12a and all stock. The Guy is firm on his $3200 asking price said it'll be for the $800 in back taxes and to put a new cat on it to smog.
So my question is.... is it worth it when I can get a clean running 88 for less. Please let me know what you think
thanks

seems a bit steep, even assuming he is going to pay registration and get it smogged. the mileage puts it valued less than that IMO, though it is clean.

not the buyer's fault he let it sit without a non op and is charging to collect for that mistake in back registration fees.

he'd almost be better off selling it as is with a written disclaimer of that, you may be able to get the fees waived, at least the majority of them if it changes ownership.

I told him my concern on the mileage and he said yeah that's an issue with someone that knows about rotaries but to someone that doesn't will look at.the mileage and think that's low. He got the car from someones garage (barnfind) and replaced passenger door fender and bumper then painted it. Well even with that said he still wont budge on price. I told him good luck.

when I re-registured a car that was 2 years out, the lady at the Cali DMV asked me if I stored it? Oh, ya, I said "I stored it at pier 13 in hendricks shipyard, green cove springs, fla" So I got away with not paying any back fines.

First I dropped the line, "you don't have to be crazy to work here, but it helps".

at the CA DMV most of the time they don't care, they are there to collect fees like a police officer has to write tickets. sometimes, if you are lucky, you get a good one who is helpful and will let you fill out a sheet with a written and signed timeline that the car was off the road for the majority of that time.

I know how the dmv is. Luckily when I got my Fd transferred from Florida I got a cool one. No emotions and a large single she asked "did you do any of this " No mam. "OK close your Hood and meet me inside.- here's your new registration " I was jumping up and down. LOL.
