Not manditory, sometimes it's CYA. They get used alot for investigating incidents. Often a big help to deciede fault (if any). And they do make good videos for various reasons, parties, banquets, sponsors,etc..

The car in the "hood pin" video is an ITA Toyota MR2. My favorite part is when he's jumping on the hood.

I run the camera for two reasons. The CYA that Mike mentioned, but it is also a great learning tool. Much like game films in football, you can go back and learn from your mistakes.

Oh yeah, they're also fun at parties.
