Keyed Ignition power

Hey guys. I have a GSL SE that is currently undergoing major work. Usually when i turn the key i can get the ignition to come on and the battery gauge to power up. Now i am unable to do it. I checked the ignition relay and it has power on the white wire but does not turn on with the key, meaning the black/whites do not get power. I pulled out the ignition relay and tested it. If i put power on the 3 & 4 terminals (the ones that have the switch between them) i can hear the relay turn on. If i put the battery power onto the 1 & 2 terminals (the ones that look like they are always connected to battery and ground and are coloured white & black/yellow) the relay does nothing.

I checked the fuseable links and fuses and they are all fine. I am looking to get ignition power back to the ignition relay when i turn the key. Does anyone have any ideas what could be wrong? As far as i know the white is the positive and always has power, the balck/yellow is negative? The black is the switch and the black/whites are the output of the relay. Do you think the relay is damaged?

The Black/white wire is protected by a 20 amp fuse between the ignition switch and that main relay. It is in the fuse box, second from the front of the car on the right side. It is labeled "engine" on the fuse box cover.
