This sounds like a common Rx-7 problem. I've owned my 83 gs since brand new and the tach has always bounced since the day I got it. The motor always ran just fine so I never worried about it. Figured it was just a problem within the tach itself and nothing to do with the motor. Like I just said, it ran pretty damn good.
