ITA Prepped 12a Starting issues
So here's the situation.
The car sat for about 5 years without being turned over, but the engine had just been rebuilt before those 5 years. It's got fantastic compression!
We've got plenty of fuel from the carb which was just rebuilt a few weeks ago and we've got spark on brand new plugs. Now the coil packs and ignitors are old and have 3 races on them. If the ignitors were bad would we still get spark on all 4 plugs?
Also, the motor wants to start. You can hear it catching every once in a while during starting but it just doesn't quite get there and also get blue smoke out the exhaust indicating some combustion.
Any thoughts?

Are you using a "pin hole" camera to take these pictures????
How are you taking compression?
You got compression, fuel and spark, it should start.
You possibly have your timing way out of whack!!! That happened to me one time. My timing was off by about 100 degrees!!!

It sounds just plain old flooded to me. The best rotary unflooding trick was taught to me by a tow truck driver about 20 years ago.
Just pour some lacquer thinner down into the carb. It will wash out and evaporate the gasoline, plus ignite easier than old gas.
Additionally, if you pour in too much, it will just evaporate and you are back where you started.
Try it.
I literally pour in about 1/8 cup in each rotor
