Installing Bonez Cat extra tube

While preparing to install a bonez cat system on my 85 gs, i noticed a tube attached just aft of the first monolithic converter and a tube attached to the last converter. The instructions tell what to do with the tube attached to the last converter, but neglects to mention the tube just aft of the first monolithic converter. Unfortunately, I live in the communist republic of Maryland, which requires full compliance with epa standards to get registered. Anybody know what the smog legal way to deal with this first tube?

Thanks
