its a block off plate for the valve you are meant to remove from your inlet manifold

They typically call it the AC&CV blockoff plate (or something like that). We just call it the ACV blockoff plate.

The air control valve is located on the passenger side of the carb. It is a little bit bigger than someone's closed fist. Look for the thing that is the shape of your blockoff plate... I'm pretty sure that it is held on with two 10mm bolts on the bottom and a 10mm nut on the top. Hope this helps...

Yeah, put it on after you take off the matching valve on the intake manifold. And do not use RTC on it. Just reuse the gaket dry.

the acv is not on the passenger side of the CARB, its on the passenger side of the intake manifold below the carb

Not to hijack (his question's been pretty well answered) but I need a little related help. I swapped my 12A into another car without cats and suddenly need the 'other' plate that goes from the back of the mani to the main cat. Anyone have one of those little two-holed blockoff plates handy?

Can't you make one ? ... just use a gasket as a template and cut it out using a hacksaw. Or you could cut the old pipe off close to the flange and plug the old pipe.
