Idle Issue :: Need Help

I've been away for a while, but I'm back working on the RX-7 again and need some help. I had the Arkay turbo setup partially installed when I purchased the car. Since then I have replaced the complete exhaust (including headers) with Racing Beat components and an OEM mid-pipe. I have also put on a new Racing Beat Intake Manifold and Carb (Stock 12A Ports).

I'm trying to get the car running now. I adjusted the needles on the floats and the car starts if I open the choke slightly, but it is idling at around 1800 RPM and doesn't drop at all. If I close the choke the car stalls. I have left it running for about 20-30 minutes.

Any advice on what to check for or adjust?

Mixture would be my first guess since it runs with the choke on.

yeah mixture or vacuum leak. How old is that carb? how may miles on it? I had a niki with a "fresh" rebuild that was missing the two middle gaskets and as such NEVER ran until I rebuilt it AGAIN. Also, if the carb is dirty, the emulsion tubes could be all fouled up.
