Flipping it off of the Fast Idle Cam will drop the idle to where it would be with a warm engine, but if it's cold out, the engine may not idle well as the Thermostat may not be open and the Oil Cooler may still be in bypass mode. Also, note that if you advance the Throttle to anything more than idle, the Fast Idle Cam will reengage, as it's spring loaded by the Thermowax Pellet mechanism.
This is why, when starting an SE, before you crank the engine, you floor the accelerator pedal ONCE, then let off entirely, then crank until start. By pressing the accelerator pedal fully, you set the linkage on the Fast Idle Cam (*cold), and the engine starts and idles on metered air. You don't have to hold the throttles open with the pedal to crank, start or idle, as the Secondary Throttle Plates are choked until it warms up. This is the purpose of the vacuum lines on the Thermowax Pellet going to the Double-throttle diaphragm to the right side of the Throttle Body, which opens the choke plates after it's warm.
