How to remove choke ****?

Can anyone help in removing the choke ****? I have to replace the panel it's attached to, 7 I've pulled & twisted, no luck. Tried several colorful metaphors at high volume, that no-workee either.
Gotta be a trick to it.

Phillips screw, huh? I saw a gap in the **** itself, couldn't see a screw. Must be there, though.

Mine came loose one time (long time ago) and it took me FOREVER to get back on... It's a bitch and a half... just tighten it up every 6 months so it never "falls" out

I pulled one out yesterday at the junkyard and the choke rod pulled all the way in - I couldn't get the **** back on! Doh!
