Charging probs...well it'd be no different to increasing the alternator pulley size which people have been doing for years on street cars. No one I know who has one has had charging problems. Most charging problems are from dying alts or poor wiring of aftermarket accessories (or just too many of them).

As for water pump idle speed. You wouldn't need to worry about overheating IMO. The fans can easily cope, and if you have electric fans, they would just stay on fractionally longer. You would be surprised how little flow you need to effectively cool a rotary. My electric water pump flows at 80L/min max. A mechanical pump flows at 150-160L/min at 6500rpm. Yet, my pump cools better!!!! At idle, the engine isn't really producing much heat - where you may need to worry is high load/low rpm driving (eg fifth gear up hills). This is where there are high levels of heat but lower water pump speeds.
