Horn and Wiper Parking Question

Ok so my horn doesn't work on my 85 GSL - insurance is nagging for an inspection so I need it fixed. So I stuck test light into the fuse socket. When I press the brake the light comes on (they share a fuse), when I press the horn it doesn't light up so I'm assuming its before the fuse therefore not the relay or horns at this point. So take off all the column cladding and horn button. Grounds cleaned but still no go. If I put the fuse back in and connect the test light to the end of the black wire and other end to the ground spot on the wheel I get nothing. Black wire to another ground - nothing. Then I connect the big RW wire from the column (power) to the steering wheel ground and get light. So I assume its somewhere from the RW power wire to the black wire on the button mechanism. Sound about right? What is my next step? Thanks.

My second question comes with the wiper parking. My wipers were not working when I got the car but some (a lot) of WD-40 got the linkage free. Work now BUT they park about half way on the window. If I move the wipers down a bit then it doesn't go up far enough and wipes the top of the hood area. Ideas?

I tried that and it didn't work - I had some brand new generic horns from another project which I put in - same result.

Ok so I read up a bit more and apparently the relay increases the power to providing direct power to a horn does not give a sound. I did provide direct power to it on the car with a test light and it light up so ground is ok. Just have no power at the black wire on the steering wheel. Will try to get the steering wheel off again tomorrow.
