Holley dripping from booster

I have a 12a with an RB intake and a 465cfm Holley mated to it. The issue I'm having is that the the primary booster on the right hand side is dripping fuel while sitting at idle, I also noticed that the fuel doesn't atomize with the air like the left booster does. Before my carb would drip out of both ferociously to the point where it'd flood both of my primary barrels, but a rebuild fixed that issue, yet the dripping still remains. It has new gaskets, power valve, needle and seats, and everything else that would come with a Holley 37-119 trick kit. Both jets are 64's. Also having an issue with my idle air adjustment screw not doing anything. I can adjust it all the way in with no audible change. Any suggestions?

could either be a sticking needle-n-seat, or the float level is set too high.

I had set the float where the fuel barely dribbles out of the peep hole, from what I was told that should work well as the level but I might be mistaken. I can re-check the needle and seat to make sure but I doubt it since they're brand new.

UPDATE: Adjusting the fuel bowl lower seemed to help lessen the dribbles out of the booster but only as a temporary fix, the fuel isn't coming out the side of the peep hole anymore though. Any thoughts?
