You loosen the cable inside of the car or the one at the carb?

Welcome to the forum and the Darkside. In my sig are links to the online FSMs, carb manual, the FAQs and other rotary related reading. Download whatever you need and commence your rotary education. In order for the forum to provide sound answers and trouble shooting guidance, you need to provide the specs of your car and more detailed specifics about your problem.

High idle is usually an indication of vacuum leaks. 3k rpm, however is a bit high for a simple vacuum leak. As a general guide, those are usually below 2k rpm. While checking for leaks, I suggest you download the carb manual and compare your linkage to the provided diagrams.
