NY help engine burning rich

As some of you may know I am running a holley 465cfm from (RB) with RB intake, holley red fuel pump and regulator plus a pair of msd blaster 3 coils and RB spark plug wires. The engine does bog abit when I accelerate but after some info Jeez gave me I've been able to get it to run a lil better, but what I have noticed is that the engine is burning the fuel super rich to the point where my eyes start to burn when I am near the car and the smell of gas is overwelming, on top of that I can't seem to get the regulator to adjust to the proper psi it will max out at 4 to 4.5 psi according to what the gauge reads. I know the pump is working because it makes enuogh noise where I can hear it. Any suggestions?
