Here is my beginnings of the header out of fiberglass...you have to look close to see the red marker holes. The second pic is of the first fiberglass header panel ready to be cut and make a mold out of.

I think an outlet is more important.
If the goal is cold air for the intake, you don't need to cut the nose panel to get.
If the goal is cool the engine bay generally, then it is a much better idea to vent out the hot air than try to cram in more cold air. (1) It is more effective, since at speed air is already flowing through the bay - the hot air already rises in the bay, it just needs to escape; (2) increasing the frontal area of the car to such a degree is costing you some performance due to increased drag coefficient.
I have not seen one race RX-7 that takes itself seriously that has embarked on this kind of mod.

i need to relocate my oil cooler and was thinking about putting it up there, and using those vents for air flow.

Yeah, I'd certianly put screens on my car if I had those. You don't want trash flying through your radiator at 100mph and causing damage. I'd much rather the screen catch stuff. I'd paint it black though, chrome may be a little rice...
