Half voltage on all switched ignition fuses???

Hi, just looking for a 12 ignition source for a couple of guages, and im only getting around 6v from all the fuses under the "ignition" bracket. This isnt right is it? Windows still go up and down ect, battery is strong, around 13v.

Its an '85 (s3)

Just to clarify, 1st bank of IGN fuses getting voltage. 2nd bank getting half voltage, which would explain why my mirrors, cigar dont work. For some reason rear wipers and defog are intermittent.
Its been like that ever since i removed the original radio, equaliser and rear amp back in 1893, before the internet. Nearly went mad trying to chase it down and piece it together out of inapplicable US wiring diagrams (different models) and gave up soon after, lol, and kind of forgot about it untill now.
long story short, has anyone else experience voltage gremlins after OEM stereo removal?
Damn over-complicated mid 80's wiring, lol!
