Doubt it.

The N/A CC is vacuum operated, which would not work well since the TII's sometimes make positive manifold pressure(as opposed to full-time vacuum).
For the TII,Mazda used a mechanical CC controller which used an electric motor to control the throttle via a cable, instead of the vacuum pot controller used on the 1st gens and N/A 2nd gens.

Its entirely possible that someone could make the TII CC work in a 1st gen,but it would require the whole system to be transplanted into the 1st gen chassis. That would include the wiring,CC computor,CC controller, external sensors and the 2nd gen instrument cluster which has the vehicle speed sensor in it.

haha, that was how i looked at it, i took off EVERYTHING that i didn't consider "necessary" there was still plenty of work getting the basic systems working properly.
