fuel tank issue

fuel tank issue
Hi guys!
Hoping someone has had this problem before and can help me out.
My fuel tank (83 gsl) is refusing to let more than $15 worth of gas be put into it at one time. I've NEVER heard of this before. I'm waiting for my replacement tank, but in the meantime can anyone suggest what could be the problem? My brother thinks it might be something wrong with the filler neck or the charcoal canister.
Any insight would be greatly appreciated!!!

Ahh, forgot to update this!
As it turns out, there's nothing wrong with the tank (other than being rusty on the inside). The car was getting **** mileage before due to a brake issue (caliper, pad and rotor needed to be replaced on the rear passenger side), but once we put the new stuff on, the mileage returned to normal and the tank was simply full from previous fillings (my brother had gotten into the habit of putting in $20/2-3 days). So instead of putting fuel into an empty tank like he thought, there was still some in there each time he put more in, thus making it overflow. Haven't had the problem since he ran the tank dry and fueled up completely, as per a suggestion of a former rotary owner we know.
Still getting the new tank though.
