Fuel Pump Problem

I recently picked up 1980 RX-7 for the purpose of building an IT-7 car. The car is complete, solid, but not running. It will turn over, but the fuel pump is not operating. There is no power at the pump. When I turn the ignition switch on (without turning the motor over) the tach immediately goes to 4000 rpm. Where do I start? I have done a lot of work on British cars over the years, so you would think that I can deal with any electrical problem, but this is not the case. Any ideas or suggestions would be greatly appreciated.
