Floats are drowned, could try tapping on the top of the carb to unstick them but I would just rebuild it like wwilliam said.

It is supposed to run constantly. What ever fuel is not used by the carb is recirculated back to the tank. If it is flooding the engine then it is bad needle valves in the carb like was said above.
The only other thing that would cause it to flood the engine is if the pump is an aftermarket and the PSI output on the pump is too high.

pulled out the plugs and antifreze poured out the leading rotor. i think i warped the housing. it over heated. sorry to say but the engine is coming out and i am putting another 12a in so i can rebuild the other engine. she will be back on the road soon.
