fuel press problem

fuel press problem
i cannot figure this out.my 84 gslse is reading 80 psi fuel press in the (in line).my car starts idles but wont rev past 2000 does anybody know if this is caused by excess fuel press? bran new mazda press regulator and master brand fuel pump has already been installed.
