Unhappy Fuel Issues, Where do I go from here

I just installed an 83 12A(that ran fine before) into my VW beetle, I stipped down my Nikki, made mech. secondaries, did not tear it apart, did the "stack the gaskets" trick to the acc. pump. After starting it intially it fired right up for about 5 seconds.
Then it was flooded, discovered it had to much fuel pressure, installed a 2-4 psi pump and a regulater set at 3psi. I deflooded the engine (pulled plugs, cranked engine over for about 15 sec., cleaned plugs).
I then used MMO and some starting fluid to fire it up. She ran for about 3 sec.
Flooded again!!!
Repeated above, same results as above
Flooded again

I have new plugs in it, new wires, great spark, using another car to boost the crank amps, It has to be a fuel issue concerning the carb. What could I have done to the carb to make it flood the motor that fast??

Make sure fuel vent solenoid is hooked up to a switched 12v source! sticks out right under fuel inlets! It has one wire.

The prevous owner pulled that off, cut off the plunger and put it back on. I assume that basically that is the same as it being powered open the entire time?

Try looking down the carb when the ignition is turned to the On position or when you turn on the fuel pump. See any gas dripping down?

Too dark out to check it now, I will first thing in the morning. Would it flood if the accelerator pump was partiallly open all the time

I tore it apart and found the scondaries shaft is real stiff, I think it is sticking open and dumping the fuel in that way. I and going to get the shaft free moving again and give it another shot
