Can anyone help!!! 1984 rx-7 gs

ive tried two sets of front rotors - aftermarket brembo's -

all four of the rotors had at least one hole tapped too large - and the lugs won't seat properly. - they just spin and spin (hand tightened)

Has anyone had this problem before and does anyone have any suggestions?
