Fouling out plugs at start

Fouling out plugs at start
I have an 81 w/ a newly implanted 83 swap. I have to choke to get it started and it revs for about 1 sec then dies, it does that a few times and then wont anymore. When i check the plugs they're all wet. Any advice?
