Take the wire off the switch, coming from the relay and check to make sure the fogs are off. If they are off, try grounding that wire and see if they will turn on. Then we can rule out any wiring up to that point and concentrate on the switch. I have a feeling you are not using the correct terminals on the switch.

OK so this is how mine are hooked up. Except fan = fog lights and brass probe = headlight wire and i don't have the red/white wire that it shows at the bottom. i tried plugging the wires into the switch differently and blew a fuse but the fog lights stay on when i remove the wires from the switch completely.

Notice the fuse location is before the relay in my schematic. This is a better/safer way to wire it.
Also, your 85/86 terminals are not wired how I said. That is why its operation is different. Have the low beam wire ONLY go to pin 85 directly. Pin 86 goes from the relay, to the switch and then to ground. They are trying to achieve a different operation.

So I got wired up the right way now but now ive got another question. The switch I'm using is a three way switch and has six prongs so could I some how make it so that I can turn the fog lights on without turning on my headlights and have it work the way it does now? Here's a mock up of how the switch looks (sorry about my lack of artistic ability).

I know I'm pressing my luck but would you by chance be able to draw me up a diagram of how to do it? Running wires in to the cabin is no problem.
