Fitting aftermarket rims to rear hubs

Can someone explain what the two aluminum pieces are theat stick out above the face of my rear hubs? They make my rims not seat correctly (I've got to machine down between the lug holes of my rims to fit) and I'm wondering what they do and if they can be somehow eliminated. How do you guys get around this?
