Federal IStart Assist System??

What the heck is this federal start assist system gizmo? It's on the firewall below my washer fluid tank, looks very similar to the washer tank, has some fluid and a cap?

What does it do, do I need it, and if so, what do I fill it with? I'm thinking I could probably just chuck it, I don't live in California, and in fact, Idaho doesn't have emission stations and all that...yet anyhow.

It a sub-zero start assist. It's antifreeze in there. When the temp is below freezing it shoots a bit of antifreeze in the combustion chamber to help on startup (that's basically what it does) Most people remove it.

Thats what I kinda figured. Good thing too, as I put antifreeze in there trying to get my "WASHER" idiot light to go out. Yeah, I filled the washer reservoir too, still have the light on. Probably yet another sender.

Thanks for the info, the car is being prepared for conference racing, it will be unceremoniously removed.
