i went out to do a oil change on the seven after its been sitting for ever and after i drained the oil i took the cap off the filler neck and there was rust all inside...can i just unscrew the neck?
Pull it, have it sand blasted and powdercoated (or paint it your self), tap it back in with a rubber mallet. Means moisture got into the block
Maybe not the end of the world, but you might want to run it for a 100 miles and re-change the oil. Likewise you might want to flush the rad and cooling system. Remember to use DISTILLED water in the coolant mix-

Also make sure you have a good vac source going to your filler neck. Or it will just happen again. I had the same problem and re-routed my vac system. See pic below for details.

Mine had the same issue, along with "lung mustard" until I ran a vacuum line from the nipple on the filler to the base of the carb. A lot of the guys use a PCV valve along with this, but I didn't and haven't had any issues.
You can pull the tube and use a wire brush on a drill (with an extension) to clean it. Or you can pick up a jug of Muriatic acid at the hardware store for a couple of bucks and soak it in that.
