Here are the pictures you requested.
Don't mind the spark wires, they are a try me set to prove that the correct ones are okay.
I checked the fuel pressure and it is always 38 PSI it does not matter if the control vacuum line is connected or not. With the engine shut down the pressure is 28 PSI. Observation, when the engine is surging, rpm increasing the pressure drops about 4 psi. When RPM is decreasing the pressure is is 38 PSI. It appears or indicates symtoms that the engine or injectors are being shut off when the rpm is decreasing. I will have to do a pin out test of the ECU to prove this. Is there anything that comes to mind that cuts the engine. A roll over switch, maybe? This problem is at any sustained RPM, I did get the engine to idle at 700 RPM for about 30 seconds while it was cold, but in short order it becomes a lumpy idle and then the surging starts again.
