Emissions testing on the way? CRAP!

Guys & gals,
Rumor has it that Tennessee will be doing the emissions testing, possibly starting late next year. I suppose I'm screwed, 84SE, all emissions crap removed, 2nd gen intake (not sure if that makes a difference or not) and a hollowed out cat/no air pump.
Any chance they'll forgo requirements on a car this old?
I'd welcome any thoughts, possible solutions to this potential problem (aside from the obvious-return car to stock form, that would SUCK, and mean big-time $$).
Those with emeissions tests..any thoughts?

usually for a car to be exempt from emissions in an emissions controlled area it has to be 25 years old
