Emissions removal?(carb)

Are there any emissions I can remove from the stock carb? I have one sitting here, that I'm cleaning, and was wondering what emissions I could remove. The mechanical secondaries, that has to be done with the carb on the engine right?

You have a much better time fixing the mech secondaries with the carb off. If you can, get it welded.

Does the guide tell you how to weld the secondaries? I haven't had a chance to run through the first one,I skimmed the second one(with pics) and they suggest zip-ties.
