Emissions Help!

So my girlfriend bought herself an 84 Rx7 a couple weeks ago. It's mainly stock except for some stupid muffler. She took it to get emissions and it failed. So I'm wondering what we need to do to get her to pass. I'm thinking we need to put in a new cat, put in a real muffler (instead of the "turbo" fart can muffler it has), and lean it out from the carb. Is this correct? If not, what do I need to do. Here is the sheet.

Given that your Anti-afterburn valves and air pump are hooked up and working properly, I would say the cats have the biggest effect on emissions. The muffler would have the least effect on pollution but the most on noise pollution. 12A's run rich naturally so I usually try to lean it out asmuch as possible without it stumbling anyways. Also, what you put in your engine plays a part in what you get out. Seafoam it with a tank of the normal stuff, drive it around till it's empty then put in some premium before you go for inspection. Or else move to PA, you're exempt from the tailpipe test here, just a visual "anti-tampering" inspection and the gas cap test here.

Edit: Don't take it for your test until ALL of the seafoam has burned off, it will pull out some of the filth and burn it off, therefore making it run dirtier until it all burns off.

Please elaborate. What is seafoam? Where do I get it? Fill the entire gas tank with gas and seafoam, then drive it til it's empty. Then put premium gas in, lean it out and I should be good? Should she invest in a new cat?

Seafoam is a gas treatment you can get at pretty much any parts store. 1 bottle of seafoam goes in 1 tank of gas, then run that until its close to empty. Then put in the premium before inspection. I would check to make sure all of the vacuum lines and emissions equipment are connected and working correctly first. The fuel and emissions section of the FSM has alot of simple tests for emissions stuff. Definately lean it out too though. I don't know if there is a test for the cat but it does have the largest effect on emissions, so it could be bad if your failing emmisions test.
