Emission Wiring

What does "short connector" B-09 do? What I know is that the BY wire goes from ignition switch start to the starter solenoid and spliced to this "short connector" changes to GB and goes to the ECU. Gut feeling is that it can be removed with no problems, but I would like to check first. Emissions is removed from the car.

Anyone know what this does? Can it be removed? Just trying to learn more about the electrical system.

It is on a 1982 main wiring loom. Runs and connects on the passenger side of the carb (the picture has the excess wire taped up and stored near the alternator).
