The first issue sounds like the starter isn't getting the 12V trigger from the key.
Use this factory wiring diagram and trace down the 12V trigger. https://www.foxed.ca/rx7manual/manua...ingDiagram.pdf
Look at page b16 - 7, there is a fusible link under the hood by the battery that supplies the trigger to the starter. You'll want a DVM (digital volt meter) to see if you have voltage.
Once this is fixed, you can tackle the no start issue one the engine is spinning.
