Do I need these?
I was looking in the FSM for my SE and noticed that the switching solenoid and relief solenoid seem to be for the ACV. I don't have the ACV or air pump, etc. Do I need these? Also, is it normal for them to click like crazy with the key turned on?

Yes, it's normal for them to click.
Yes, you can remove them - but hang onto them, as there are 2 types of solenoids used in our cars (SE's), the pressure-positive type, and pressure-negative type. There are many other solenoids in there used to control vacuum pressure for different functions that will use those 2 types of solenoids (cruise control, for instance), so don't throw them away. And if you still want to throw them away - send them to me!
The Air Control Valve is 1/2 of the Idle Compensation air system in an SE, and if you're running a Holley or Dellorto system, then obviously you don't need those running vacuum air. The ACV is used to bump up idle speed when A/C, fan, or other accessory loads go up, and allows bypass air to enter the intake. This is all controlled by those two solenoids. HTH,
